Dear Residents of the Ward,
 
It’s over!
 
Thank you for your patience and determination. It was an impossibly busy and complex weekend. Our neighbourhoods were home to some of the most violent and dangerous acts of public disorder this city has ever seen, but we survived.
 
As the city and our communities return to normal I’d also like to thank all of you for your words of support in the last few days. I am lucky to have amazing staff providing assistance to residents and businesses and your kind words sustained their efforts to serve others in the ward. Thanks to you and them.
 
While the summit has left, there are still issues to deal with related to the event. Fences will take a week to ten days to be cleared. Transit and pedestrian routes are getting priority in terms of being made clear for passage. A few minor demonstrations are still expected, but none on the scale that we witnessed this past weekend. They are also not expected to be staged in the communities affected by last week’s violent events.
 
My office is continuing to press for full compensation for residents and businesses impacted by security measures. We have no reports of any residential buildings being damaged by protestors. If there are reports of residential property damage please forward them to my office. Significant concerns about policing have been raised by many in the community. Some of you have complained about too much police presence and force, while some are critical about insufficient protection. As many are aware I serve as a member of the Toronto Police Service Board.  Individuals or groups can forward specific complaints or raise issues of public policy with this body.  Provincial legislation limits and restricts my ability to respond directly to specific incidents.
 
Civilian oversight of policing is a cornerstone of community safety, and while I cannot comment directly on particular concerns at this time, please be assured that all of your letters, emails and phone calls are being absorbed and will inform my perspective as the Board evaluates the events of the last few days. The Toronto Police Service has a comprehensive complaints process and any citizen can appear to comment on issues related to policing at our public meetings. The most important thing we can do now as residents in downtown Toronto is return to the streets and parks of the ward we love. Invite friends and family down to what is still one of the safest cities in the world. Let’s all enjoy Pride Day, the Tall Ships Festival along the waterfront this week, the Jazz Festival, and of course let’s not forget Environment Day, Saturday July 3rd at Central Tech near Bathurst and Harbord.

First off, let me say thank for your patience and understanding over the last few days. The G20 has been an extraordinary and challenging event. Along Queen Street and in the Entertainment District in particular, the entire ordeal including set up has been a very difficult hardship.
 
My office is continuing to provide support to make sure local business operators get compensation for lost revenue. For those whose properties were vandalized, we are re-doubling our efforts to convince the Harper Government to provide assistance. We are also asking BIAs to assist on these two fronts.
 
Business Compensation

The compensation package and its requirements are a federal program. Olivia Chow, the local Member of Parliament, has agreed to provide support, follow-up, and advocacy work on this front. Her contact information is:

As originally structured, only businesses inside the perimeter fencing and those establishments ordered to close are entitled to benefit from the program. The City will make the case that events this weekend clearly show the security operations impacted a much larger area, and we are asking all Queen Street businesses to consider filing an application. Businesses in the Entertainment District should also apply. 
 
Business Damages
 
There is still no offer of compensation for businesses and property damaged by incidents related to the G20. Vandalism in particular is not covered under existing protocols. My office continues to press the Prime Minister’s Office to reconsider. We are now asking all local businesses in the impacted areas to write directly to Ottawa asking for this issue to be reconsidered. We are also requesting that TABIA (Toronto Association of Business Improvement Areas) request their members to write in support of all Toronto businesses that bore the brunt of the protests.

To the Residents of Ward 20,

The last 24 hours have been a troubling and nervous time. Whether it is the shock of seeing a significant deployment of police in riot gear in our city, or the unbelievable levels of violence and destructive behaviour on neighbourhood streets, we are worried and waiting for the Toronto we know and love to return.

During the G20, my staff and I are are monitoring calls on the City Hall office line 416 392 4044, and our email account is also being checked regularly.

We are working hard to make sure downtown residents are safe and our neighbourhoods get services they need despite the on-going problems. The police have asked people to stay away from areas of conflict so that peace can be restored quickly. This is helpful advice and should be taken into consideration as you move about the city. Some of the agitators are using on-lookers as shields as they wreak havoc on city streets.

Over the last two months my office has been sending security updates, holding town halls and advocating on behalf of residents, small business and large institutions in the ward. In this newsletter you will find a summary of key items in past communications as well as the most up-to-date information related to security and contingency planning. As with all summit security information, details are subject to change without notice.
 
During the summit my office will be on 24 hour alert to deal with issues and conditions as they emerge. As your councillor, I’m participating in daily confidential briefings with the City Manager’s office. If you, your condo board, property manager or business need information, the Ward 20 team is here to assist as best we can.

G20 Updates, June 21, 2010

Dear Ward 20 Residents,
 
On Friday evening my office received notice that the Toronto District School Board and Toronto Catholic District School Board have decided to close the following schools on Thursday June 24th and Friday June 25th, 2010:
 
- Alpha Alternative JS
- Beverley PS
- Island Public/Natural Science School
- Ogden Junior PS
- Orde Street Junior PS
- St. Joseph College School
- St. Michael Choir School
- The Waterfront School
 
We realize that this creates a difficult situation for parents in the downtown who must work and will not have alternate options for the care of their school age children this week.
 
Although other schools in the City remain open, all student transportation has been cancelled by all of the publicly funded school boards on Friday, June 25th.
 
Working with staff of local community-based agencies, along with support from the City Manager and my office, the following options have been made available free of charge.

Alexandra Park Community Centre (APCC)
 
This Thursday and Friday only - Alexandra Park Community Centre (APCC) will offer
supervised programming for up to 120 children from Kindergarten to Grade 8.  Please register for this program by calling Donna.
 
Drop-in between 8:30 – 9:30 am only.   Programming will run until 5:30 pm.

G20 Updates, June 18, 2010

Dear Ward 20 residents, businesses, and other stakeholders,
There have been some further updates on impacts from the G20 summit that I would like to bring to your attention, specifically on school closures, school bus cancellations, Canada Post impacts, and Toronto Harbour marine restrictions.

For condo boards and property managers, please post this information in your building lobbies.

School Closures in Ward 20 and School Bus Cancellations
The Toronto District School Board (TDSB) announced today that several schools in Ward 20 will be closed on Thursday June 24 and Friday June 25. The affected schools are:

- ALPHA Alternative JS
- Beverley PS
- Ogden Junior PS
- Orde Street Public School
- The Waterfront School
- Island Public/Natural Science School

Parents at these schools will receive additional information.

The TDSB and Toronto Catholic District School Board (TCDSB) have announced that all school transportation (school buses and vans) city-wide will be cancelled on Friday June 25.

Canada Post

Canada Post will be removing approximately 70 street letter boxes (beginning June 18 and putting them back beginning June 28/June 29) located in the zones and on Spadina, University Ave., Bay St. and Yonge St. north to Dundas St. The boxes will also be removed around the Queen's Park location, Dundas Square location and at 1 Dundas St given the potential for protests in and around these areas. The postal codes that are impacted are:  M4Y, M5B, M5E, M5G, M5H, M5J, M5S, M5V. Customers may deposit their mail in street letter boxes outside of the zone perimeters and at any of Canada Post's retail outlets.

There will be several retail outlets that will be closing early on Friday June 25, at 2pm:
- Atrium on Bay
- Toronto Station B, 119 Spadina Ave (at Adelaide)
- 31 Adelaide St E
- First Canadian Place, 100 King St W
- Commerce Court, 25 King St W
- Toronto Dominion, 66 Wellington St W

Mail delivery service is planned to continue as usual during the G20 Summit. If for any reason mail delivery cannot take place, the mail will be delivered the next scheduled day.

Toronto Harbour Marine Restrictions

From Thursday June 24, 2010 to Sunday June 27, 2010, eight Enhanced Security Zones will be in effect in Toronto’s Harbour. These zones were formed under the Marine Transportation Security Act to protect the marine transportation system.

If you plan to operate a vessel on or near Toronto’s Harbour during the G20 Summit, you must:

• Keep your vessel out of the enhanced security zones;
• Stay at least 300 metres away from the ferry terminal at the Mainland Ferry Docks;
• Stay at least 30 metres away from ferries operated by the City of Toronto; and 
• Stay at least 50 metres away from ferries operated by the Billy Bishop Toronto City Airport. 

Marine Police agencies will monitor all maritime activities and closely watch vessels that seem to be operating in an unusual manner.

Entering an enhanced security zones will result in an immediate Marine Security response and possible legal action under the Marine Transportation Security Act.

Press Release: Toronto mayoralty candidates united on G20 compensation payback
 
Toronto, June 15, 2010 - Today all five major candidates for the Mayor’s office have honoured a commitment they made at a recent mayoralty debate. The candidates have signed a letter that was ratified at a recent G20 Town Hall requesting that the Prime Minister of Canada and the Federal government reverse its decision to deny compensation for small businesses and residents who stand to experience vandalism or loss of business as a result of having the G20 Summit on their doorstep.
Councillor Adam Vaughan continues to advocate on behalf of Canadian taxpayers and Toronto residents in demanding that the Prime Minister of Canada and the Federal government provide compensation for residents, small businesses and commercial interests impacted by the event.
 
Joe Pantalone, Rocco Rossi, George Smitherman, Giorgio Mammoliti, and Rob Ford have all signed the letter. Sarah Thompson has sent her own communication that is consistent with the text of the community's letters. The letters are being delivered to the Prime Minister with copies going to the Leaders of the Opposition.
 
Councillor Adam Vaughan (Ward 20 Trinity-Spadina) said: “This is clearly a non-partisan issue. Torontonians from every corner of the city and from all walks of life and every political party agree. Now, residents of Ward 20 know that their interests and concerns for safety have been heard and acted on by the major candidates. Dear Mr. Prime Minister,

As candidates for Mayor in the current Toronto municipal election we are jointly writing to request that your government reverse your decision on denying compensation for businesses and residents negatively impacted during the up coming G-20 summit in our city.

The city is already experiencing a negative economic impact as a result of the preparations and security restrictions connected to the event. Examples include; the Rogers Centre has cancelled sporting events, The Art Gallery of Ontario will close during the days of the summit, Via Rail will not serve the downtown core and Mirvish Theatres will go dark for a week.

All of these announcements are adding to the anxiety of residents and the small businesses that serve these institutions and rely on them for income or services. Under your policy a that business closes during the summit will not be compensated for any lost revenue. This puts operators in the terrible position of being forced to stay open and deal with significant security risks, or close and receive no compensation.

What makes the situation even more precarious is an additional policy your government has imposed. After months of talks about how to compensate property owners if damages are incurred during the summit, your government made a sudden announcement that no one will be compensated for property damage committed by third parties. This is completely unacceptable.

The people of Toronto and the businesses of the city deserve protection and that protection extends beyond the security apparatus and personnel. Their lives, their livelihoods and their property deserve protection too.
We the undersigned are asking you to reverse your policy and to agree that appropriate compensation will be granted to residents and businesses that suffer damages and losses due to the G-8 and G-20 summit in Toronto.

G20 Security Perimeter Change
The Integrated Security Unit (ISU) has made a change to the location of the security fence at its south west corner.  It will now be wrapping around the Rogers Centre, closing Rees St. from Bremner to Lake Shore Blvd. 81 Navy Wharf Court and all other CityPlace buildings will remain outside of the fence.

G20 Summit Security Updates -  June 7, 2010

I am making every effort to continue to keep you up-to-date with information regarding the G20 Summit as it becomes available. Today's update has more information on traffic management in the "Traffic Zone" and an invitation to a G20 Town Hall Meeting this Thursday.

G20 Public Meeting for Ward 20 Residents
 
Date:   Thursday June 10, 2010
Time:   6:00pm
Location:  St. Andrew’s Church, SE Corner of Simcoe St and King St W
 
The G20 Summit is being held in Toronto on Saturday June 26 to Sunday June 27, 2010. Councillor Adam Vaughan is hosting this meeting for Ward 20 residents to ensure your questions are answered. Representatives from the Toronto Police G20 Planning Team will be in attendance and can answer your questions.
 
For businesses, the Toronto Entertainment District BIA is hosting a meeting for BIA members to have any outstanding G20 questions answered, including questions on patios and storefronts. For more information contact the BIA office at 416-926-1337 or info@torontoed.com.
 
Security Fencing is going up
 
As many of you have noticed, fences for the secured perimeter are now being constructed in the neighbourhood. The fences are being placed according to previously published plans. No new buildings are caught inside the area, but several buildings are in close proximity to the barriers. From now until the beginning of the summit the public will not be barred entry into the secured area. This could change without notice.
 
G20 Traffic Management Update
 
The G20 Integrated Security Unit (ISU) has released details about the traffic management strategy during the summit. 
Lakeshore Boulevard will not be closed. However, there will be lane restrictions between Bay Street and Bremner Boulevard to accommodate a pedestrian walkway. There will be officers posted at three “cuts” in this walkway to facilitate vehicle access. These gaps will be at the entrance to the ACC/Maple Leaf Square underground, Bremner Boulevard and the exit from the ACC/Maple Leaf Square underground.
Other roadways within the area of King, Yonge, Queens Quay and Spadina will experience closures or restrictions. Parking in this area will be severely restricted. Members of the public should note changes to parking signs in the area and failure to adhere to these changes could mean a relocation of your vehicle. Please call 416-808-2222 if your vehicle has been relocated.
People travelling to this area in the days leading up to and including the Summit weekend should expect significant delays.
This strategy will come into effect when perimeter security has been implemented. Members of the public are encouraged to listen to their local media for the latest information. All traffic management details are subject to change.

G20 Summit Security Updates - May 27, 2010
Here are further updates regarding the impacts of the G20 Summit, taking place at the Metro Toronto Convention Centre at 255 Front St W (between Simcoe and John) on Saturday June 26 and Sunday June 27.
 
Metro Hall: Metro Hall is outside of the Toronto Police security zone where fences will be put up and will be open during the week of Monday June 21 to Friday June 25. As traffic is expected to be heavy, people travelling to Metro Hall are advised to leave extra time to get to and from the building. City staff that park at Metro Hall are advised to use public transit and not drive into the downtown during the week of Monday June 21 to Friday June 25.
 
In response to what may be heavy traffic in the area, the City is making the following changes to services at Metro Hall:
  • The child care centre at Metro Hall will be closed for the week of June 21st. Parents have already been advised of the closure and alternate child care arrangements will be available to them. 
  • The Toronto Employment and Social Services office / Employment Centre and the Y Café located on the main floor will be closed for the week of June 21st. Clients will be advised of alternate arrangements and signage will direct the public to alternate locations for service.
  • The cooling centre that is located at Metro Hall during extreme heat alerts will be relocated if an extreme heat alert is called during the week of June 21st. 

Union Station: City staff have been meeting with the Toronto Police Service, TTC, GO Transit and VIA Rail for the past two months to plan for the G20 Summit and the continued operation of Union Station during the week of the Summit. Transportation systems decisions are the responsibility of the transportation operators -- TTC, GO Transit and VIA Rail. Leading up to the week of June 21st, there will be regular updates.
 
There will be some restrictions to the normal pedestrian flow in to and out of Union Station. These restrictions will be communicated in the near future. Wayfinding signage within the Station is being developed to assist commuters.

The G20 Summit will be taking place at the Metro Toronto Convention Centre at 255 Front St W (on Front between Simcoe and John) on Saturday June 26 and Sunday June 27. There will be different zones with increasing levels of security surrounding the summit site. Please see the attached sheet for additional security restrictions and other impacts that are forecasted for the G20 Summit.

There is only one residential building located inside the security fencing, located on University Ave. Residents in all other buildings do not require security passes unless you are employed by a business inside the fenced zone. Please contact your employer to clarify your status. Your property manager will be notified if the boundaries for the fencing change.

Recent information has been posted in some buildings which is incorrect. A private e-mail address was listed offering help. Do not surrender personal information to anyone claiming to be an official agent without checking their status with Toronto Police or the G20 Integrated Security Unit.

G20 SECURITY INFORMATION

Traffic Control Zone: There will be a ‘traffic zone’ within the boundaries of King, Lake Ontario, Spadina, and Yonge. These are not the boundaries of the security fencing, but rather a security perimeter where there will be increased presence by Toronto Police. Police will be located at major intersections to help direct traffic. Street parking in certain areas within the traffic zone will not be allowed in order to reduce congestion.
Security Fencing: Security fencing will start to be erected about two weeks before the June 26-27 summit, and will take about a week to dismantle after the summit. The location of the fencing is not being revealed by police for security reasons until early June. Police are aiming for the fencing to remain completely open to vehicular and pedestrian traffic until the evening of Friday June 25, unless there is a significant security threat. During the summit, people will be required to show photo identification to pass through the security gates.
Registration and ‘Express Pass’ cards: Residents and businesses based inside the security fencing can be issued an ‘express pass’ card to pass through security gates faster. This is a voluntary process that does not involve a police background check. A credit card-like swipe card would be issued to be used with photo ID. Toronto Police have contacted property owners of residential and office buildings that will be inside the fenced zone about how to register and obtain a card. Property managers are asked to channel information to residents and businesses in their buildings.
RCMP security zone: The immediate area of the G20 Summit (the Metro Toronto Convention Centre and hotels where Internationally Protected Persons will be staying) will be a security-controlled zone that will be under the jurisdiction of the RCMP. People working in this zone will require mandatory security accreditation and police background checks. These are already in progress and will not impact residents in the area.
Roads and TTC: The Gardiner Expressway, Don Valley Parkway, Spadina, Lakeshore, Queen, King, and other area streets are all planned to be open throughout the summit. The TTC will be operating, including the King, Queen, Spadina and Harbourfront streetcars. There may be temporary street closures and delays, outlined below.
Traffic delays are anticipated between Friday June 25 and Sunday June 27 due to motorcades for some dignitaries arriving and leaving the city. There will be temporary traffic and TTC stoppages and people are advised to budget extra time when traveling on these days. There will also be street closures and delays due to scheduled marches.
The G8/G20 Integrated Security Unit has created Twitter and Facebook accounts to provide updates about traffic delays due to motorcades, protests, marches, and other G20 related events both before and during the summit. People can sign up to receive updates through their website (http://www.g8-g20isu.ca/). 680 News will also be a source of regular traffic updates around the summit.
Daycare: If you are concerned about access to daycares inside the traffic control zone, please contact your daycare provider for details. More details will be available soon on this matter and updates will be provided in future notices.
Ex-Gratia Payments: The federal government will consider applications for ex-gratia payments, compensation for damages or lost income due to the G20 Summit. This is being managed by the G20 Summit Management Office, part of the Department of Foreign Affairs. Information about the eligibility and application process is available at:
